Good Governance and Civil Society

There is big mismatch between economic growth and social indicators. This mismatch is because of bad governance. Our capacity to design programs and implement them has become weaker in last twenty years. Worrying issues today is hunger. Forty six percent of children are malnutrition. Conditions are much worse that that of sub-Saharan Africa Unemployment has risen from 6.1% to 8.3%. Regional and economic disparities are increasing. Only thirty percent of rural Indian population has toilets, forty percent has rural household has power connection. Our IMR that is infant mortality rate is 60/1000 and Bangladesh has 46/1000. Statistics are grim. What needs to be done is increase social sector allocation, reforming of civil services. Civil services are not of international standards, high costs are not matched by better service delivery.
There is skill imbalance. Property, tax returns of all civil servants should be put on website. Replace oath of secrecy with oath of transparency. Archaic procedures and uncertainty of funds are big problems. Transparency and accountability should be encouraged. Land records of a district should be put on websites.
Mobility between NGOs/academicians with governments should be increased. Government has increase budget for social sector. Good governance is can only be delivered if civil society works properly.
